Governor Oaminal delivers inspiring 3rd State of the Province Address
MISAMIS OCCIDENTAL (PGO)— Governor
Henry S. Oaminal delivered his third State of the Province Address (SOPA) at
the Bayfront Arena in Oroquieta City, highlighting significant achievements in
his two years of public service.
In his address, Governor Oaminal
emphasized that the cornerstone of a progressive and harmonious society is
peace. "We have strengthened our partnerships with law enforcement
agencies, including the Philippine Drug Enforcement Agency and the Philippine
National Police, along with our communities, to combat the scourge of illegal
drugs," he stated. As a result, 437 out of 470 affected barangays have
been declared drug-free.
The province has also established
the Asenso Misamis Occidental Balay Silangan Reformatory Center in Barangay
Kimat, Tangub City.
Governor Oaminal noted that the
average monthly crime rate in Misamis Occidental has decreased significantly,
from 24.52% in 2016 to 16.34% in 2023, and further to 13.64% in the first half
of 2024.
He reiterated his commitment to
maintaining peace and order, stating, "We have procured and distributed
351 rescue and patrol vehicles, in addition to the 51 units already provided by
the city government of Ozamiz." He pledged to release additional vehicles
next year to cover all 490 barangays during his term.
The Governor also highlighted the
success of the free hospitalization program, which now benefits not only public
hospitals but also private facilities.
"Since July 2022, we have
assisted over 42,000 individuals, providing financial medical assistance
totaling P186.5 million," he reported.
To address the shortage of
healthcare professionals, the provincial government has added 49 doctors and
224 nurses, along with other medical personnel.
In tackling the issue of access
to medications, the provincial government has increased its budget for drugs
and medicines, disbursing close to P150 million. In terms of social services,
Governor Oaminal announced that from July 2022 to July 2024, nearly P1 billion
in aid has been distributed to 161,363 beneficiaries—P90.4 million from the
provincial government and P909.7 million from the Department of Social Welfare
and Development (DSWD).
The Governor also underscored the
province's collaboration with the Department of Labor and Employment (DOLE),
providing cash assistance to 28,169 disadvantaged workers, including farmers,
laborers, and those affected by insurgency, totaling P160.5 million.
Additionally, P19.48 million has
been allocated to 1,443 beneficiaries under the Government Internship Program
and the Special Program for Employment of Students (SPES).
A key focus of the provincial
government is to enhance the tourism and agricultural sectors. "We
envision Misamis Occidental as a premier tourism destination and investment hub
in Mindanao," he declared.
This vision is reflected in
recent data from the Philippine Statistics Authority, which indicates that the
province's economy grew by 7.4%, surpassing last year's growth rate of 3.9%,
resulting in a provincial gross domestic product of P119.38 billion.
"Modern infrastructure is
the backbone of a thriving society. It drives economic growth by connecting
communities, facilitating trade, and creating jobs," Governor Oaminal
emphasized.
"In my two years in office,
we have invested a total of P3.02 billion in high-quality and innovative
infrastructure projects, including tourism initiatives, hospitals, road
improvements, multi-purpose buildings, and water systems—all without resorting
to loans. This investment reflects our commitment to good governance."
The Governor also acknowledged
the contributions of local lawmakers, stating, "Our provincial
infrastructure projects have been bolstered by P7 billion for the 2nd District
through Congressman Ando Oaminal and P3.8 billion for the 1st District through
Congressman Jason Almonte.
These substantial investments are
a testament to the collaboration and partnership between our local government
units and our congressional representatives."
Governor Oaminal's address not
only highlighted the accomplishments of his administration but also inspired
hope for a brighter future for Misamis Occidental, grounded in peace, progress,
