MISAMIS OCCIDENTAL —Emphasizing
unity and a revitalized focus on governance and public service, the Provincial
Government of Misamis Occidental held the Inaugural Session and 8th Sangguniang
Panlalawigan (SP) Recognition and Awards Ceremony on July 14, 2025, at the
Asenso Misamis Occidental Sports and Cultural Center.
The event officially opened the
new legislative calendar, celebrating the accomplishments of the 7th
Sangguniang Panlalawigan (2022–2025) while also recognizing the fresh mandate
given to newly-elected officials following the sweeping victory of Team Asenso.
Vice Governor Rowena L.
Gutierrez, in her inaugural message, expressed heartfelt gratitude for the
285,168 Misamisnons who placed their trust in her for a second term. “This is
another humbling moment, a reflection of the immense responsibility that Misamisnons
believe I can fulfill,” she said.
Governor Henry S. Oaminal, in his
keynote address, described the recent election results as a “tsunami of
support,” emphasizing that the overwhelming win was not just a political
triumph but a unified endorsement of the province’s shared development agenda.
During the inaugural session of
the 11th SP, the body formally elected Hon. Henjie Estaรฑo as Majority Floor
Leader and Hon. Winston Catane as Assistant Majority Floor Leader. Governor
Oaminal also commended the 7th SP for its instrumental role in pushing forward
key programs through efficient legislation.
Several major resolutions and
legislative actions were approved and referred for implementation. These
include MOAs with DA-RFO 10 for the Balik Probinsya, Bagong Pag-asa (BP2)
Program and the 4WD Farm Tractor Project, MOAs with NFA and Food Terminal Inc.
for the ₱20 Rice-for-All (RFA) Program, and a request to authorize Gov. Oaminal
to sign a MOA with TIEZA for the Asenso Global Gardens Eco-Tourism Project in
Tangub City. Also approved was the 2025 realignment of the 20% Development Fund
into the revised PDIP 2023–2025 and AIP 2025.
In recognition of exemplary
performance, the SP honored top-performing board members and committees. The
most committee reports filed were from: the Committee on Budget, Finance and
Appropriations (Chair: Hon. Eduardo Cebedo), Committee on Justice, Laws,
Ordinances and Style (Chair: Hon. Henjie Estaรฑo), and the Committee on Human
Resource and Government Reorganization (Chair: Hon. Calvin Tito Decina).
The Committee on Women, Children
and Family, led by Hon. Donna Iyog, was lauded for the most public hearings
conducted. Hon. Winston Catane topped the list for best in committee meeting
attendance, followed by Hon. Donna Iyog, Hon. Alejandro Guantero Jr., Hon.
Henjie Estaรฑo, and Hon. Eduardo Cebedo. The best in session attendance were:
Hon. Donna Iyog, Hon. Alejandro Guantero Jr., and Hon. Henjie Estaรฑo. Special
awards were also given to Hon. Eduardo Cebedo for most approved resolutions and
Hon. Rosanne Marie Paylaga-Lim for most approved ordinances.
The session and recognition rites highlighted not just
legislative excellence, but a deep sense of purpose and unity. As the new term
begins, the SP sets its sights on inclusive growth, responsive legislation, and
people-centered governance—anchored on the banner of #AsensoMisamisOccidental.
