MisOcc Provincial Government convenes 2nd Quarter Joint Council Meeting to advance development, safety, and anti-drug efforts

 

Oroquieta City, June 19 — The Provincial Government of Misamis Occidental convened the 2nd Quarter CY 2025 Joint Meeting of the Provincial Development Council (PDC), Provincial Disaster Risk Reduction and Management Council (PDRRMC), Misamis Occidental Provincial Anti-Drug Abuse Council (MOPADAC), and the Provincial Peace and Order Council (PPOC) on June 19, 2025, at the Asenso Misamis Occidental Sports and Cultural Center (AMOSACC), reaffirming its strong commitment to inclusive development, disaster resilience, peace and order, and drug-free communities.

On behalf of Governor Henry S. Oaminal, Vice Governor Rowena Gutierrez presided over the meeting, emphasizing the importance of unified governance in addressing key provincial priorities and driving the Asenso Misamis Occidental agenda forward

Development Initiatives Endorsed for 2025

The Provincial Development Council approved and endorsed the realignment and itemization of programs, activities, and projects funded under the 20% Development Fund for Calendar Year 2025. These initiatives will be integrated into the revised Provincial Development Investment Program (PDIP) 2023–2025 and the updated Annual Investment Program (AIP) for 2025—marking a strategic step toward more focused and responsive investment planning and implementation.

Strengthening Disaster Resilience and Community Readiness

The PDRRMC approved and endorsed the accreditation of Community Disaster Volunteers (ACDVs), reinforcing the vital role of grassroots engagement in disaster preparedness and response.

OIC-PDRRMO Gain Paul De Barras also emphasized the need to update five major plans that will shape the province’s long-term disaster resilience strategies: Provincial Disaster Risk Reduction and Management Plan (CY 2026–2028), Contingency Plan for Flood, Contingency Plan for Rain-Induced Landslides, Contingency Plan for Emerging and Re-emerging Infectious Diseases, Public Service Continuity Plan. The reorganization of the PDRRMC was likewise finalized to improve coordination and operational efficiency.

Intensifying the Anti-Drug Campaign

MOPADAC Focal Person Stephen Sean Daral reported on the province’s observance of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT), alongside updates on Barangay Drug Clearing Operations. The Philippine Drug Enforcement Agency (PDEA) also presented accomplishments reflecting strengthened anti-illegal drug operations across Misamis Occidental.

Reinforcing Peace and Order Initiatives

Police Major James De Leon of PNP-MisOcc shared updates on road clearing efforts, recent breakthroughs in anti-illegal drug operations, and the rollout of rapid response systems. Notably, the implementation of the “Three to Five Minutes Radio Response Time” initiative and the increased deployment of PNP personnel aim to enhance emergency and crime response capabilities across the province.

Meanwhile, 10th Infantry Battalion Commander LTC Nelson Boticario presented accomplishments and current security operational updates from across Misamis Occidental, affirming the AFP’s continued support to law enforcement and peacekeeping initiatives.

The meeting highlighted continued coordination among provincial councils to improve public services, safety, and local development. (SN/PGMO)
